Siemens Partners with Pentagon’s Largest Helicopter Repair Facility to Save Energy, Cut Costs

The U.S. Army Corps of Engineers (USACE) Engineering and Support Center, Huntsville has selected Siemens to be its long-term partner to address water and energy infrastructure needs and improve energy efficiency at the Corpus Christi Army Depot (CCAD). Siemens was notified September 30, 2015 that it had been awarded the $24M Energy Savings Performance Contract (ESPC) by the U.S. Army. These improvements are being funded through an ESPC, an alternative financial mechanism that allows Federal agencies to reduce their energy usage by accelerating investment in cost effective energy conservation measures, while incurring no upfront capital costs, reducing their operating costs and retaining the associated savings. By redirecting current budgeted operating costs for energy and water into infrastructure upgrades, this alleviates some of the long-term burden on installation operating funds giving CCAD more flexibility to accomplish its mission of ensuring aviation readiness to the nation in both peace time and war.

The energy and water savings are guaranteed by Siemens and will support the Army’s efforts to meet its White House mandate as outlined in Executive Order (EO) 13693 that Federal facilities reduce their energy consumption by 2.5% per year and potable water consumption by 2% per year by fiscal year 2025. The USACE has been one of the most active users of ESPCs in the Federal Government. The cost of the project is being funded by energy savings generated through energy conservation measures being installed and operated by the Building Technologies division of Siemens Industry, Inc.

The energy conservation measures to be performed by the Siemens team will address the depot’s infrastructure needs due to age and the harsh coastal environment in which it is located. Located on the Texas coast, CCAD was established in 1961 as a Tenant Command of Naval Air Station Corpus Christi and prides itself as the industry leader of repair and overhaul for helicopters, engines and components for the U.S. Army and the largest rotary wing repair facility in the world.

Most of the infrastructure upgrades at CCAD will be performed by Siemens’ small business partners on this contract. For example, MCB Lighting and Electrical Inc., Siemens’ protégé company under the DoD Mentor-Protégé Program, will improve the lighting at approximately thirty facilities across the installation affecting two million gross square feet of manufacturing, assembly and support structures. The Siemens team will perform other infrastructure upgrades that together with the lighting improvements will result in a total energy reduction at the installation of nearly 20% and overall energy cost reductions of 14%.
