Some of Colorado’s local governments have begun taking action using their newly granted powers to impose rules and review permits for oil and gas development within their borders. Boulder County’s Board of County Commissioners took a step of its own on Friday when it enacted what it labeled “an emergency moratorium” on all new permits for oil and gas development applications and applications for seismic testing.
