Howard Energy Partners bulk liquid terminal in Corpus Christi is up and running: present storage of 480,000 barrels is expandable to 2.5 million barrels

Private midstream provider Howard Energy Partners has begun operations at its new facilities in Corpus Christi, Texas.

Operations at the Corpus Christi terminal include storage, blending, and unit-train loading of two grades of gasoline – ULSD and gasoline blend stocks from various local refineries – for ultimate delivery to global markets, the company said in a statement.

Howard said its new Corpus Christi terminal facility consists of six 80,000-barrel tanks with an aggregate storage capacity of 480,000 barrels. The facility is permitted for up to 1.25 million barrels of storage, with the capability to expand to up to 2.5 million barrels within the current real estate footprint of 41 acres.

Products can be received by marine vessels and via a 12-inch pipeline, owned by HEP, which is connected to Origin Station. The company said this connection provides direct connectivity to all six refineries in Corpus Christi.

Howard said that phase II has already been permitted for the construction of seven additional 120,000-barrel tanks.

On deck: accommodating Suezmax tankers with new Dock 20

Howard said it has entered into an agreement with the Port of Corpus Christi to engineer and build Dock 20, which is being designed to accommodate Suezmax-class vessels for the movement of a variety of bulk petroleum liquids at transfer rates of up to 50,000 barrels per hour.

Howard said it is proceeding with the engineering and permitting for the  Suezmax class dock, for which construction would likely begin in two – three years.  The facility will serve as an origination and destination for several pipeline projects which have been announced by HEP and other third parties.

The terminal is being engineered and constructed to efficiently handle a variety of bulk liquids including refined motor fuels, crude oil, and condensate.

“The expansion of our terminal services to the Port of Corpus Christi is a strategic decision supporting our plan to provide logistics solutions for producers, refiners, traders, blenders, and end-users,” said Mark Helmke, senior vice president of terminals and transportation for Howard Energy Partners.

The Corpus Christi terminal includes pipeline connectivity, rail loading facilities, and the planned Suezmax dock. Howard said the facility will serve clients seeking to export crude oil, refined products, and natural gas liquids from to global markets. The company also plans to develop key infrastructure for the movement of energy commodities into and out of Mexico.

In addition to its Corpus Christi terminal operations, Howard has petroleum terminal facilities in Brownsville, Port Arthur, and Three Rivers, Texas. The company has midstream assets in Pennsylvania and Mexico.
