Lillian S. Harris Joins Post & Schell’s Energy & Utilities Group in Harrisburg as Principal

Former UGI attorney brings 25+ years of legal and utility industry experience in regulatory and transactional matters related to energy generation and distribution

Post & Schell, P.C. is pleased to announce that Lillian Harris has joined the Firm as a Principal in its Energy & Utilities Practice Group, resident in the Firm’s Harrisburg, PA Office. Ms. Harris has over 25 years of industry, government, and private practice experience in energy and utility industry-specific legal matters, including regulatory and transactional matters, Marcellus Shale matters, as well as government affairs and legislative experience. She also joins as a member of the Firm’s Marcellus Shale Practice Group.

Ms. Harris joins Post & Schell from UGI Utilities, Inc., where she served as Director, Legislative Affairs. During her tenure, she oversaw the gas and electric distribution utility’s interaction and communication with Pennsylvania’s General Assembly and Governor on regulatory and legislative matters, against the backdrop of the Commonwealth’s historic Marcellus Shale development.

Prior to joining UGI, Ms. Harris was Counsel with the Pennsylvania Public Utility Commission (PA PUC), where she served as primary drafter of orders coming before the five-member Commission in complex litigation matters. She was recognized during her tenure with the PA PUC’s Distinguished Service Award.

Before her brief service as Counsel to the PA PUC, Ms. Harris spent 20 years in private practice with a regulatory-focused law firm representing clients in the energy and utilities industries, including natural gas, electric, water/sewer, and telecommunications companies. Her practice for these clients focused on complex rate cases, mergers and acquisitions, and regulatory and compliance matters.

Ms. Harris is a 1987 graduate of Penn State University’s Dickinson School of Law, and holds a B.S. degree in Public Service from Penn State University. She served as a Senior Clerk to the Honorable James Gardner Colins of the Commonwealth Court of Pennsylvania from 1987 through 1990.
