NEB Decision for North Montney Mainline Project

CALGARY, May 23, 2018 /CNW/ - The National Energy Board (NEB or Board) announced today that it has approved NOVA Gas Transmission Ltd. (NGTL)'s request to modify its Certificate for the North Montney Mainline Project, and for certain associated Project modifications. However, given the changes, the Board found that NGTL's proposal to maintain the current tolling methodology was not appropriate for the long term. The Board directed provisional measures until a new methodology is developed and approved.

Today's decision follows public hearings held in Calgary, Alberta, and Dawson Creek, British Columbia, which included oral cross-examination and final arguments. The Board also heard Oral Traditional Evidence from Indigenous participants. A total of 40 parties participated in the proceedings. More than $400,000 was set aside by the NEB to facilitate participation.

The Governor-in-Council needs to approve those changes that relate to the certificate.

  • In its application, NGTL requested changes to the North Montney Mainline Certificate to allow the gas to flow east, and to proceed with certain components of the Project independently of any final investment decision related to liquefied natural gas exports from the west coast of British Columbia.
