Houston Chronicle More than half a billion tons of additional greenhouse gas emissions per year — equivalent to 8 percent of total U.S. emissions — may be generated by new oil, gas and petrochemical facilities in Texas and Louisiana, University of Texas researchers estimate. New petrochemical plants, liquefied natural gas export terminals and refineries being built along the coasts of Texas and Louisiana are likely to contribute to a significant increase in emissions in the coming decade, the new paper by University of Texas researchers found. Total annual emissions of recently built and planned regional oil and gas infrastructure may reach 541 million tons of carbon dioxie equivalent by 2030, which is roughly the equivalent to adding 131 coal-fired power plants, researchers estimate. (NYSE: MMP) announced today an extension of the supplemental open season to solicit additional commitments for transportation volume on the western leg of its refined petroleum products pipeline system in Texas. Binding commitments are now due by 5:00 p.m. Central Time on Jan. 3, 2020. The extension provides interested shippers additional time to make commitments. Magellan is in the process of expanding the capacity of its west Texas refined products pipeline system to approximately 175,000 barrels per day (bpd) from its current capacity of 100,000 bpd. Houston Chronicle San Antonio pipeline operator Epic Midstream reached two important milestones in Corpus Christi — its first crude oil export shipment and moving forward with a plan to build a new natural gas liquids processing plant. In a statement released on Wednesday, Epic reported that it had loaded and launched the first export shipment of crude oil from the IGC marine terminal located on the Inner Harbor of the Corpus Christi Ship Channel. On Thursday, the company announced that it made a final investment decision to build a $150 million natural gas liquids process plant in nearby Robstown. Known in the industry as a fractionator, the plant will receive 110,000 barrels of raw natural gas liquids per day and separate them into their more valuable components such as ethane, propane, butane and pentane. Federal regulators have ordered that the portion of the Keystone pipeline that began leaking last week stay shut down until further notice. The pipeline, which has leaked more than 383,000 gallons of oil in a field near Edinburg, N.D., has been shut down since Oct. 29. A little more than half of the oil has been cleaned up from the spill site, but the cause of the leak has not been determined, according to a company spokesperson. Reuters A U.S. regulator on Tuesday ordered that a segment of the Keystone pipeline that spilled more than 9,000 barrels of crude in rural North Dakota remain shut until operator TC Energy submits a restart and return-to-service plan because of the hazards posed. The corrective action order by the U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA) finds that continued operation of the affected pipeline segment, between Edinburg and the pump stations near Niagara, North Dakota, without corrective action is or would be hazardous to life, property, or the environment. The 590,000-barrel-per-day Keystone pipeline system is a vital artery for Canadian heavy crude, imported by the United States for blending with other oils and refined into gasoline, diesel and other fuels. Houston Chronicle The Keystone crude pipeline was shut Wednesday after leaking thousands of barrels of crude in North Dakota, the third spill along the pipeline’s route in less than three years. TC Energy Corp.’s 590,000 barrel-a-day pipeline that carries crude from Alberta to refineries in the U.S. Midwest and Gulf Coast ruptured October 29 near the city of Edinburg in North Dakota, said Brent Nelson, an emergency manager for Walsh County. About 9,120 barrels were released, some of which impacted a wetland, according to the state’s Department of Environmental Quality. TC Energy declared force majeure on the pipeline system after the shutdown, according to people familiar with the matter. An emergency response team has contained the impacted area, and the system is shut from Hardisty, Alberta to Cushing, Oklahoma and to Wood River/Patoka, Illinois, the company said in a statement. Source: Reuters DTE Energy’s midstream business said on Friday it would buy a natural gas gathering system and pipeline in Louisiana’s Haynesville shale for $2.25 billion in cash. DTE Midstream will acquire the assets from Momentum Midstream and Indigo Natural Resources. DTE Energy has looked to expand into natural gas pipelines and storage, which provides steady cash flows even during energy price swings, at a time when advanced energy efficiency measures have made the provision of electricity less lucrative for companies such as DTE. The deal, which also includes a $400 million milestone payment upon completion of the gathering pipeline in the second half of 2020, will immediately add 15 cents to the company’s operating earnings per share in 2020.
