EPA Sides With NATSO on Obligated Party Issue Under RFS

ALEXANDRIA, Va., Nov. 10, 2016 /PRNewswire-USNewswire/ -- The Environmental Protection Agency (EPA) today announced that it will not alter the "point of obligation" under the Renewable Fuel Standard (RFS) program. The announcement was accompanied by a comprehensive analysis detailing the effectiveness of the current point of obligation, as well as a thorough rebuttal of arguments in support of changing the point of obligation. NATSO President and CEO Lisa Mullings issued the following statement on EPA's report:

"For more than a year, NATSO has worked with the Environmental Protection Agency (EPA) and the entire fuels marketing community in support of maintaining the current point of obligation under the Renewable Fuel Standard (RFS) as it represents the most effective means of achieving the RFS's obligation.

In evaluating the efficacy of the RFS compliance structure, EPA has determined that the current point of obligation is successfully achieving the agency's objectives of displacing petroleum-based fuel with renewable substitutes in a manner that stabilizes price, deepens supply options, all while incentivizing fuel marketers to blend and sell renewable fuels.

We are grateful that EPA wholeheartedly agrees with us. Not only did EPA reach the same conclusion on the question of who should be the "obligated party," but the agency's analysis supporting this conclusion is comprehensive and sound.
